			<content:encoded><![CDATA[<p>Imagine a bright blue sky overhead, and under your feet a lush green lawn. In the center of the green, a tall maypole with bright ribbons streaming in the wind, and around it, colorful booths with baked goods, plants and flowers, pub drink and grub, games of chance, Arts &#038; Crafts, and a table full of interesting jumble. If you attended St Stephen’s 12th annual British Garden Party and Fête on May 4, you were treated to such a magical afternoon. </p>
<p>With over 150 guests served in the Tea Room and the parking lot filled by 11:45 A.M., thanks to the assistance of our authentic Bobbie, this year’s Garden Party enjoyed perhaps its biggest attendance ever. It was a fine hour for St Stephen’s congregation and volunteers. </p>
<p>Here’s how events unfolded:</p>
<p>The planning of the Garden Party started months ago when Donna Szper turned over her detailed operating history to the fledgling Parish Life committee managers. A first move was to track the event on project planning software, set up by Bill Hawkins. Other planning committee members included Annie Hawkins, Don Ruthig, and Dick Huffman, with Martha Miller and Priscilla Huffman serving as co-chairs for the Garden Party. </p>
<p>With this strong start, the volunteers, many with years of Garden Party experience, picked up the project, and momentum rolled from there. The Parish Life meetings afforded volunteers a chance to put forth their ideas and suggestions, all of which were welcomed. </p>
<p>The week before, many hands helped with pricing jumble, decorating, baking, making signs, erecting the tents in our new layout (and testing some bottles of Harp in the process!).</p>
<p>The Garden Party was opened by our Master of Ceremonies, Dan Bursi, who also served as the jester. The John F. Nicoll Pipe Band piped in King Henry (Fr. Jon Filkins),  Archbishop Thomas Cranmer (Fr. Rhae Kelley), and our rector, Fr. Guy, who provided the invocation.  The traditional English atmosphere was continued as the maypole dancing activity provided by the Baltimore Folk Music Society kicked off the afternoon fun. Garden Party guests were invited to join in celebrating the month of May with a traditional maypole dance.  </p>
<p>Always a favorite, the pipe band held everyone’s attention as they paraded in again to offer many familiar and traditional pipe band airs. Madrigal singing was provided by Camerata Musica, dressed in full renaissance costumes.</p>
<p>Guests wandered the green visiting our many booths. Books were a bargain buy, as well as lovely British prints and items offered by the Daughters of the British Empire. Our “”Best of British” flower show theme was carried out with 16 creative and humorous entries. </p>
<p>Many a pint was enjoyed at The Barley Mow, our new authentic British-style pub crafted (along with the wheels and maypole) by our creative Don Ruthig. </p>
<p>The younger guests enjoyed the Bouncing Castle, races, games, and face-painting. We thoughtfully added a parent lounge this year located near the new gym equipment which has been installed at the side of the lawn. </p>
<p>The volume of jumble exceeded anything in past years, and required several volunteers to keep up with brisk sales. </p>
<p>New booths this year included the Arts &#038; Crafts table, a silent auction, and a chocolate wheel. A roving card illusionist entertained both children and adults.</p>
<p>Another innovation this year was to expand the offering at the Bake table to provide some smaller portions and items in addition to our cakes. . The Raspberry Crowns sold out, so these may become a popular tradition at both the Garden Party and Cookie Walk. </p>
<p>Very happily, gross receipts exceeded our investment in materials and supplies. </p>

<p>No matter what Washington tells us about a recovery, it still feels as though we are in the midst of a deep recession. But grim news from national economic front not withstanding, the parish enjoyed a reasonably successful financial 2012.  </p>
<p>Pledged, unpledged and plate income—officially classed as ordinary income – went up by $12,413 to $280,281—an increase of some 4.6 percent. And, largely thanks to a hefty reduction in overheads, the parish ended the year in the black to the tune of $26,873.</p>
<p>That’s the good news. The less happy news is that overall income was down by 16.2 percent primarily because of an 83 percent decline in contributions to the endowment fund and a 92 percent fall off in financial gifts from parishioners.</p>
<p>A substantial decline in contributions to the endowment fund was to be expected.  Giving to such funds usually tails off in the year after the initial appeal. The size of last year’s decline, however, took us somewhat by surprise.</p>
<p>The fall off of individual financial gifts from parishioners was by no means quite so surprising. Certainly, the continuing recession or exceedingly sluggish recovery (whichever you prefer) played a role in the decline. </p>
<p>Another factor, however, was a measurable drop in number and size of bequests. This is not something about which to complain. After all, it is decidedly unchristian to grouse about a decline in the number funerals.</p>
<p>The deciding factor in this year’s financial outcome, however, was a substantial “across the board” reduction in overheads. </p>
<p>For example, banking and finance costs (primarily mortgage interest, etc.) were cut by 18.5 percent. This was attributable almost entirely to the renegotiation of our mortgage by Rector’s Warden John Cobb. </p>
<p>Spending on buildings and grounds went down by a staggering 31 percent. This was due in part to the mild winter which substantially reduced the need for snow plowing.   </p>
<p>A primary reason for the savings, however, is that responsibility for maintaining the buildings and grounds has been assumed by a group of enthusiastic and hard working volunteers. </p>
<p>Overheads for operations and administration fell back by 10.4 percent, and even personnel costs were down—albeit by a very modest 0.7 percent. (After all, they’ve gotta eat!).  Advertising expenditure was down by 13.7 percent and the cost of the music program went down by 15.8 percent.</p>
<p>Savings on this magnitude are the fruit of a major effort on the part of your vestry to keep cost in check. However, it is unlikely that we will be able to repeat this performance in the coming year. </p>
<p>Costs are bound to rise. Inflationary trends have been noted in many of the essential services provided by outside suppliers, and there is nothing we can do about this but pay up and look pleasant. But be assured, we shall hold down the lid on costs as tightly as possible. </p>
<p>Meanwhile, remember that cash flow is a perennial headache for the poor treasurer. Things aren’t too bad in the spring, but, come summer, the Cash Flow Monster, like his cousin in Loch Ness, rears his ugly head.</p>

			<content:encoded><![CDATA[<p>The best outcome to be expected from a major meetings of church leaders, according to an old and cynical friend of mine, is that no lasting damage is done to the church catholic.  I guess that meetings of the National Council of the Anglican Church in America falls into the above category—thus the council’s gathering a couple of weeks ago in Brockton, Massachusetts, qualifies as a roaring success. </p>
<p>Actually, the most interesting aspect of National Council meetings is not so much what takes place around the conference table as the people one meets there. </p>
<p>And, perhaps, the most interesting person at this gathering was The Rt. Rev. Michael Gill, Bishop of Pretoria and Southern Africa, and secretary of the Traditional Anglican Communion.</p>
<p>Bishop Gill’s enormous jurisdiction spans many thousands of square miles. It encompasses eight of the Southern African Development Community countries and its members speak at least 30 languages. </p>
<p>Witnessing for the faith in Southern Africa can be a dangerous business. Not so long ago, in South Africa’s townships where murder rates top those of Baltimore, two of his priests were brutally assaulted and a deacon was killed. </p>
<p>Bishop Gill’s jurisdiction is anything but wealthy.  A majority of his people are desperately poor, but the parishes are generally large—some with as many as 7,000 or 8,000 people.</p>
<p>“We don’t get a lot of financial help from places like America,” he says, “But you would be surprised how far we can make a little money go. For $50, for instance, I can put a priest in a parish &#8230;” </p>
<p>Bishop Gill has little time for the defensive posture of so many American Christians in the face of the constant attacks from secularists determined to drive all expressions of the faith out of the public square.</p>
<p>“[Anglicans] often [seem to believe] that ours is a rearguard action—a last ditch defense; a walling in of what we know and hold dear,” he says, “If that is so then I am afraid that we are all lost. And so is Anglicanism, and so ultimately will be the Christian Faith.&#8221;</p>
<p>Evangelism has to be our top priority, he declares, adding: “Father Wellington Murinda, the Vicar General of Zimbabwe, is a true evangelist and a great missionary priest. He tells his men in the field: ‘Don&#8217;t speak to me; show me the work.’&#8221; </p>
<p>In Southern Africa, as in America and Europe, Islam—fueled by millions of Saudi dollars—is making massive strides particularly among the youth. </p>
<p>“The church has to be on the march against such a concerted onslaught,” he says. “Souls are being lost—and this while we are the ones responsible for this particular era of the Church. </p>
<p>&#8220;We have shown that we are prepared to stand up for what we believe, even at great personal cost. But what is needed amongst us is a far more offensive mentality. The first Disciples faced the same difficulties, and yet they triumphed. Should we not be able to do the same?”  <strong>GPH✠</strong></p>

			<content:encoded><![CDATA[<h2>State of the Church:  Part I </h2>
<p>A warden is a person charged with the care or keeping of “things”.  In the case of the Anglican Church, the “things” are order and peace, the church buildings and facilities, and the properties belonging to the church.</p>
<p>Wardens have a particular duty to maintain order and peace in the church and churchyard at all times, and especially during services.  In England a fine of £200 can be assessed for “riotous, violent, or indecent behaviour in any cathedral church, parish, or district church or chapel of the Church of England.”  I am happy to report that no such incidents have occurred at St Stephen’s during the past year—although the treasurer might welcome the extra income.</p>
<p>The second “particular duty” of the warden is the care and keeping of the church buildings and facilities.  Our buildings, now approaching their 20th year, have the same maintenance needs of any structures of that age.  Fortunately we have had no major structural repairs during the past year, but time does march on and some needs are emerging.</p>
<p>The siding on the south wall of the sanctuary, under the windows, has shown signs of significant rot.  In the coming months we will have to replace the siding in order to keep our building weather tight.  We don’t anticipate this to be a significant expenditure since the work is straightforward and can be accomplished by our own parishioners.  At the same time, the rain gutters will be rehung to remove water away from the building and prevent the damage from recurring.</p>
<p>Our buildings and grounds wouldn’t be in such excellent condition were it not for the efforts of a group of parishioners whose dedication certainly merits the accolade of “unsung heroes.”  They clean the bathrooms, mop the floors, polish the brass, make the windows sparkle, cut the grass and trim the bushes, dust the pews, and do any number of other jobs to keep our church buildings and grounds as beautiful as they are.  Theirs is truly a labor of love.  A heart-felt thank you to all of them.</p>
<p>The final “particular duty” of the warden is for the care and keeping of the properties belonging to the church.   And it’s amazing how much stuff we have!</p>
<p>This year a comprehensive inventory of the furnishings and fittings of the church was compiled.  The result of the inventory was the doubling of our insurance coverage for our church furnishings and property.  </p>
<p>But even as a dollar value can be assigned to many of our furnishings, they are, in fact, irreplaceable given, their history and the path by which they found their home at St Stephen’s.  (Read <a href=/library/history-of-the-altar/>“The Remarkable History of St Stephen’s Altar”</a> on our website as an example.)  Hopefully we’ll not need our insurance.</p>
